Joshua Lee, student at East Carolina University in NC, designed a home for the Broadmoor area in New Orleans for a National Design Competition. He chose to incorporate SMART VENTS into the structure to allow for maximum protection from the devastating forces of a flood.
Here is an excerpt from his design plan:
“With hurricanes comes floods, the reason for the elevated structure. We decided that the home needed a good, strong base that would withstand water so we placed the livable structure on top of a 7-foot CMU structure. This will provide the home with a strong base, yet have no wood that would rot or mold if there were to be a flood. The problem of flowing water passing under the house was solved by a product called ‘SMART VENT’. This is a system of flood vents that are placed along side of the house, three on each side. This vent houses a float device that automatically opens the vent door with the presence of rising water. This will allow the water to flow under the structure without putting pressure on the CMU walls.”

The purpose of this memorandum is to clarify the alternative measures listed in the Flood Insurance Manual for meeting the National Flood Insurance Program (NFIP) openings requirement. This is written for WYO Principal Coordinators and NFIP Servicing Agents to restate the documentation that is required for engineered openings.
Note in the second bullet point where is states: “For engineered openings for which the ICC Evaluation Service, Inc., has issued an Evaluation Report, a copy of the Evaluation Report is required.”
